‘소액결제 현금화 산업은 불법이다. 정보통신망법은 ‘통신과금서비스이용자로 하여금 통신과금서비스에 의하여 재화등을 구매·사용되도록 한 후 이용자가 구매·사용한 재화등을 할인해서 매입하는 행위에 ‘3년 이하의 징역 또는 3천만원 이하의 벌금에 처되도록 규정하고 있습니다.
핸드폰 소액결제는 당월 이용한 결제 비용이 휴대폰 요금으로 빠져나가는 구조다. 결제월과 취소월이렇게 경우 모바일 요금에서 미청구되고 승인 취소가 가능하다. 하지만 결제월과 취소월이 다를 경우에는 스마트폰 요금에서 이미 출금됐기 때문에 승인 취소가 불가하다.
